John Maloney and Dianne Rechel, our two commenters, both got it right. The people in the photo were voting. "Looks like they are getting ready to enter the voting booth. How I miss those days! The curtains were so decorative...," commented Rechel.

The official answer from the Noah Webster House & West Hartford Historical Society is: "West Hartford residents are seen signing in to cast their vote in an election. Notice the old style voting booths."
