Police: Speed, Mechanical Defects Not a Factor in Fatal Crash

West Hartford Police released details in the investigation into the car accident that claimed the life of Patricia Rosoff.

The investigation into the fatal car accident that resulted in the death of West Hartford resident Patricia Rosoff is ongoing. West Hartford Police Capt. Jeffrey Rose released details uncovered by the West Hartford crash reconstruction team:

  • Both vehicles — car and bus — were inspected and neither vehicle had any mechanical defect.
  • There is no evidence of excessive speed or impairment at this time.
  • The traffic light was found to be functioning properly.
  • It was sunny at the time of the accident. Officers went back to the scene on March 27 as it was a similar sunny condition. The sun is at a low angle and is visible at times and obscured by trees at other times. The view of the sun changes rapidly at that time of the morning and due to the trees. We cannot conclude if the sun glare was a factor or not.
  • Rosoff died as the result of blunt trauma injuries.
  • There were four witnesses to the accident, all traveling on Mountain Road. There were witnesses behind the bus (southbound) and also driving north on Mountain Road. All witnesses observed that the traffic light was green for Mountain Road traffic.

The West Hartford crash reconstruction team are continuing the investigation into the motor vehicle accident that occurred on Tuesday, March 25. Rose said there is no timetable as to when the full report will be completed.
