Police: Suspect Put Camera in Subway Restaurant

A Hartford man accused in Starbucks incident also allegedly concealed video devices in Farmington Avenue sandwich shop and in men's bathrooms in Bloomfield and Hebron.

A Hartford man accused of in a men’s bathroom at a local Starbucks last week also told investigators he installed video devices at a Farmington Avenue sandwich shop and in two other towns, said.

The suspect, a 51-year-old graphics designer at Hartford Hospital, does not appear connected to a camera found Tuesday evening beneath a bathroom sink at restaurant on Farmington Avenue, Capt. Joseph LaSata said. That incident remained under investigation.

Deveau, of 100 Whitney St. in Hartford’s West End, was arrested Tuesday and charged with 12 counts of voyeurism with malice, a Class D felony. He posted $100,000 bail and was scheduled to be arraigned Aug. 11 in Hartford Superior Court.

In an arrest warrant, police said Deveau acknowledged putting a tiny sound-activated video camera beneath a sink in the men’s room at the busy July 27. The device was discovered by a patron and police were notified July 28.

LaSata said 12 men were videotaped using the toilet. Deveau was apparently recorded on video, adjusting the camera angle, according to the warrant.

Deveau, whose four-bedroom home was searched July 28, told detectives he also concealed cameras in men’s bathrooms at the restaurant at 932 Farmington Ave., at a Starbucks on Cottage Grove Road in Bloomfield, and at a gas station on Route 66 in Hebron.

Deveau allegedly concealed cameras over a one-year period.

Deveau was a regular customer at the Starbucks in Bishop’s Corner, police said. The Albany Avenue coffeehouse also appeared to be Deveau’s most frequent target – up to 20 times over several months in a hide-and-retrieve routine, detectives said.

During a search of Deveau's home, police seized an assortment of electronic equipment, including four laptop and two desktop computers, an external hard drive, and a collection of iPhones, iPads and iPods.

The large amount of media material taken from Deveau’s home will require a time-consuming forensic analysis, police said.

Deveau told police he did not share any material from the hidden cameras.

LaSata said additional charges were expected.
