A Plainville woman is being charged with manslaughter after allegedly fatally shooting a Hartford man Wednesday night.

Jose Mendez, 23, of 217 Jefferson St., Hartford, was pronounced dead at an area hospital after police were dispatched to 27 Park Rd., for a motor vehicle accident.

Upon arrival at approximately 6:31 p.m., a car driven by Mendez had struck a fence on the Prospect Avenue side of the Park Road property, according to West Hartford police.

Angela Grasso-Cunha, 27, of 15 Hemingway St., Plainville, allegedly shot Mendez prior to the car accident, police said, causing the car to crash into the fence.

Grasso-Cunha is being charged with manslaughter in the first degree with a firearm. She was released on a $50,000 bond and scheduled to appear in Hartford Superior Court on Thursday, April 10.

The investigation is ongoing.

How does someone shoot a person dead and get released from custody on such a small bond?

Because she probably didn't have a criminal background and didn't pose a risk of flight.
