West Hartford Police Log for Dec. 20 - 23

The following information was provided by the West Hartford police. It does not indicate convictions.

The following arrests were made between Dec. 20 - 23, and are listed in chronological order. Information was provided by the West Hartford Police Department, 103 Raymond Road. Some charges may stem from multiple arrests; bond listed when available; arrests do not indicate convictions:

Elenita Layug, 48, of 59 Prescott St., was charged on Dec. 23 with second-degree falsely reporting an incident and second-degree false statement. She is scheduled to appear in Superior Court on Jan. 8.

Orie Alexander Plasse, 23, of Salem, was charged on Dec. 22 with illegal possession, operating under the influence of drugs or alcohol and a several moving violations. He is scheduled to appear in Superior Court on Jan. 2.

Maria Avelino Drouin, 45, of Southington, was charged on Dec. 22 with illegal possession, possession of drug paraphernalia, operating with a suspended license or registration and operating an unregistered motor vehicle. Bond was set at $5,000. She is scheduled to appear in the Superior Court on Jan. 2.

Erin Kennedy, 32, of 219 Park Road, Apt. 2E, was charged on Dec. 22 with illegal use of a credit card and sixth-degree larceny. Bond was set at $10,000. She is scheduled to appear in Superior Court on Jan. 2.

Javier Mercado, 20, of Hartford, was charged on Dec. 22 with third-degree criminal mischief, second-degree breach of peace and interfering with an officer. Bond was set at $10,000. He is scheduled to appear in Superior Court on Jan. 8. Mercado allegedly broke a window at his friend’s house trying to get in and then ran from police, according to a police report.

Jill Rankl, 48, of Wethersfield, was charged on Dec. 21 with operating under the influence of drugs or alcohol and several moving violations. Bond was set at $500. She is scheduled to appear in Superior Court on Jan 2.

Elaine Irvin, 42, of Manchester, was charged on Dec. 21 with fourth-degree larceny. Bond was set at $1,000. She is scheduled to appear in Superior Court on Jan. 2.

Amy Dobson, 37, of Rocky Hill, was charged on Dec. 21 with third-degree robbery and sixth-degree larceny. Bond was set at $2,500. She is scheduled to appear in Superior Court on Jan. 8.

Bartlomiej Ligeza, 35, of New Britain, was charged on Dec. 20 with operating under the influence of drugs or alcohol, driving in the right hand lane and unsafe backing. Bond was set at $500. He is scheduled to appear in Superior Court on Jan. 9.

Kevin Cabral, 37, of East Providence, RI, was charged on Dec. 20 with criminal violation of a restraining order and second-degree threatening. Bond was set at $25,000. He was scheduled to appear in Superior Court on Dec. 23.

Jeffrey Adam Castelhano, 30, of Newington, was charged on Dec. 20 with illegal possession and possession of drug paraphernalia. Bond was set at $5,000. He is scheduled to appear in Superior Court on Jan. 2.

Martin Kusy, 31, of Plainville, was charged on Dec. 20 with illegal possession, possession of drug paraphernalia and failure to dive in the proper lane. Bond was set at $50,000. He is scheduled to appear in Superior Court on Jan. 2.
