Finance Committee to Suggest 1.5% Education Funding Increase

Windsor residents could be one step closer to having some idea of what the town's next fiscal year will look like if the board of education votes to approve the finance committee's recommended 1.5 percent overall budget increase Tuesday night.

Approval, however, may be hard to come by, as the committee's recommendation is a full percentage point below the Superintendent Dr. Jeffrey Villar's proposed budget in increase.

Additionally, the recommendation was approved by a 2-1 vote, with all democrats on the board of education (who hold the majority) expressing support for the superintendent's proposal.

At the finance committee's final budget meeting, held on February 6, committee Chair Kristin Ingram told her colleagues she "cannot in good conscience, send an increase of 2.49 percent to the board (of education)," adding that families in Windsor are struggling and cannot afford the tax impact of Villar's proposal.

With the support of the majority of board members, Villar told the finance committee he was against additional cuts, including cutting administrative positions, and that he presented a budget that was fiscally sound while getting the district moving in the right direction.

The board of education will meet at 7 p.m. Tuesday in the L.P. Wilson Community Center Board Room.

The approximately $307,000 increase in ECS funds for the current year adopted budget is not part of the current year's BOE budget nor total General Fund budget that goes to referendum (I believe this relates to Windsor being an Alliance District and a portion of the ECS does not go to the town but instead goes to the school district). This year, the Governor proposes to increase ECS by about $549,000 for Windsor. Will the $307,000 + $549,000 funds continue to be outside of the BOE budget? A 1.5% increase is more like a 1.9% increase if these special ECS funds were part of the BOE budget. Someone please correct me if I am interpreting this incorrectly. Also, if the increase in ECS funding is outside the BOE budget, what is the minimum FY 2013-14 BOE budget based on the State Minimum Budget Requirement if the Governor's budget keeps the same proposed ECS funding?

With another projected decline of 60-75 students projected for next year the 1.5% increase is still too much. Just using $16Kx60 student decline we should be able to save 1 million. Why can’t there be staff reductions and reductions in over all expenses when we have experienced a decline of 600 students in the past 10 years and closed a school. We haven’t reduced our budget NOT ONCE all while experiencing this decline in enrollment and closing a school. It’s time the business of public education start to act like a business. Clearly it’s out of control spending. The BoE seems to always see it as reasonable to raise the budget regardless of no improvement in the state ratings of the district. Again I ask where are the business minded members of the BoE? It’s time to make cuts that’s what business does when there are fewer customers to service. Just one example is why the hell do we need 2 assistant superintendents???? When will the public get off the coach and get involved to stop this nonsensical spending with no accountability and when will we have a BoE that realizes this.

Bill, you are correct. The ECS funds are not a part of the board of education budget.

Well...... First you would have to get rid of the Dept. of Ed in Washington, D.C. - what if anything does it do? Then get the state out of the schools - fine example of another waste of taxpayers money. Finally, have the schools operated AS SCHOOLS, not companies. This is and has been the problem for decades. But don't hold your breath, because too much money is being made at the public's expense.

Each and every year it is the same cry we need more money for the children, prices continue to go up yadda yadda yadda. Prices go up on us all -and at the top of the heap are the taxes! James Walsh is correct in his statement above. Voters need to see that year after year dumping more money on the problem has not solved anything. The school system hovers near the bottom. They need to look elsewhere to get someone in to study the problem at yet more cost. The problem is there is no accountability and until there is accountability the voters need to send the message this year, next year however long it takes -VOTE NO BECAUSE the kids need an education and the parent need to have at least a couple of nickels left to rub together to feed, house and clothe them!!! By the way if it were run like a business the superintendent would not be writing his own performance evaluation to submit for approval.
