No, do NOT ban plastic bags if the reason to do so is some misguided sense of "landfill relief" or "carbon savings" that will be derived from it. As was pointed out early in this thread, the President and the head of the EPA put out more carbon shuttling between Earth Day "celebrations" than would be saved in a year by banning plastic bags. This is all about a sense of proportion before we even discuss the public health risks posed by ignorant use of disposable bags.
